Tobique and Kahnawake are two First Nation gaming commissions, one in New Brunswick and one in Quebec, and only one of them publishes prices this desk could find. The Kahnawake Gaming Commission prints a CPA application fee of $35,000, rising to $40,000 from January 1, 2027; the Tobique Gaming Act 2023 and its Code of Practice state no licence-fee amount.

The empty Tobique cells are the finding. Across the Act, the Code, the FAQ and the homepage, the only monetary figure that touches a licensee is the fine. Section 22(1)(e) of the Act delegates “the fees to be charged for licenses” to regulations this desk could not find; section 23(7) makes a licence invalid until the prescribed fee is paid. The “from $43,000 USD” on the consultancy page that ranks for this query is that consultancy’s number, and its page gives no source.

Kahnawake’s schedule is complete enough to plan around, which is why this desk covered the increase when the notice landed. The cut-over turns on the submission date, not the decision date. The renewal line is the one to read twice: a five-year renewal goes from $5,000 plus separately billed due diligence to $40,000 with the annual fee folded in.

Who regulates gambling in Tobique?

The Tobique Gaming Commission, established by section 6 of the Tobique Gaming Act 2023, an instrument Tobique First Nation in New Brunswick made under its own self-government claim. Differentia Licensing Advisory Group, an Isle of Man firm, calls itself the Commission’s sole appointed Direct Licensee on its homepage; the Act never names it.

Is Tobique the same as Kahnawake?

No. They are two First Nations with two commissions in two provinces. Kahnawake, in Quebec, says it enacted its Regulations concerning Interactive Gaming on July 8, 1999 and requires licensed operators to be hosted at Mohawk Internet Technologies. Tobique, in New Brunswick, works under an Act dated April 2024 and routes applications through an Isle of Man Direct Licensee.

How much does a Kahnawake gaming licence cost?

Per the Commission’s Increase of Fees notice dated August 13, 2026, a Client Provider Authorization application costs $35,000 USD inclusive of the first-year annual fee, rising to $40,000 for complete applications submitted on or after January 1, 2027. The annual fee stays at $20,000; the five-year renewal moves from $5,000 to $40,000.

What are the requirements for a Tobique gaming licence?

The ones in writing: the licence is invalid until the prescribed fee is paid in full (Act s.23(7)), audited statements reach the Commission within 28 days of becoming available (s.38(5)), banking arrangements must be of an approved description (s.39), and withdrawals should normally complete within five working days (TGC Code of Practice). The fee amount is in neither document.

So which licence is the better evidence?

Neither is a Canadian federal or provincial licence, and this desk says nothing about what either proves anywhere else; the same test applied to two offshore regimes is in the Anjouan and Curaçao comparison. On what a footer badge lets an outsider verify, Kahnawake wins on the documents alone: a price, a date, a notice, all on the regulator’s domain.

The arithmetic does not move for either. The house edge is charged per wager whichever seal sits in the footer, the coin funding the balance is repriced by a market that never closes, and the counter is shut to anyone under eighteen and to any money that cannot be lost.
